Secretary-Treasurer 2023-2024
Hilari McFarland is a private practice owner with two locations; one of which is in her hometown of Purvis, Mississippi. Hilari has been an active member of the MOA since the beginning of her education in 2006. After graduation in 2010, she completed a 1-year residency in geriatrics and ocular disease at the St Louis VA. In 2012 she became a Fellow of the American Academy of Optometry. She currently serves on the MOA board for District 5, and is the Committee Chair for Industry Liaison.
Hilari was a member of the 2016-2017 Leadership Optometry class where she and her colleagues designed a convenient ABC’s of Vision handout available to use in the schools to help parents and teachers identify children experiencing vision problems.
To help give back to her community she has aligned herself with the Pinebelt Lions Club to provide pro-bono eye exams, and has been awarded the Lion Hearted award for her service. As a University of Southern Mississippi graduate, she provides pro-bono exams for all Southern Miss Athletics, and is their official eye care provider.

District 2 (Oct 2023 – Oct 2026)
Dr. Nail received his Bachelor of Arts from the University of Mississippi and his Doctorate of Optometry, graduating Summa Cum Laude from Southern College of Optometry in Memphis. In his final year at SCO, he was honored with the Outstanding Fourth Year Clinician Award. Dr. Nail has served on the MOA Education Committee and the Young OD Committee, as well as the board of the Mississippi Vision Foundation.
Dr. Nail completed the Leadership Lowndes County program sponsored by the LINK in 2014. Prior to joining the practice, he volunteered in the optometry clinic at Church Health Center in Memphis. Dr. Nail serves as a deacon at Main Street Presbyterian Church where he and his wife are members. Dr. Nail and his wife Hannah practice with the Curtis Optometry Group in Columbus, MS.

District 5 Unexpired Term (through Oct 2024)
Dr. Justin McElroy is a native of Natchez, Mississippi. He earned a Bachelors and a Masters degree in English Literature from Mississippi State University and minored in Chemistry at the University of Memphis. He earned his doctorate from Southern College of Optometry in Memphis, TN, and is a member of the American Optometric Association, the Mississippi Optometric Association, and is also an InfantSee provider. He currently chairs the Fall CE Education committee for the MOA.
When not practicing Optometry, Dr. McElroy enjoys reading, gardening, and spending time with his family and his pets. He is a member of the Laurel Kiwanis Club, and he attends St. John’s Episcopal Church, where he serves on the Vestry.

At Large (Oct 2023 – Oct 2026)
Dr. Fuller, a native Mississipian, earned his bachelor’s degree from the University of Southern Mississippi in 2008. Dr. Fuller then earned his Doctor of Optometry degree at Southern College of Optometry in Memphis, TN in 2012. During his training, Dr. Fuller completed an internship at the Veterans Administration Hospital in Memphis, TN, where he gained valuable experience managing glaucoma and diabetic eye disease.
Dr. Fuller has been practicing on the Mississippi Gulf Coast for over 10 years and enjoys seeing patients of all ages.
Dr. Fuller is licensed to practice optometry in the state of Mississippi and is a member of the Mississippi Optometric Association and the American Optometric Association. Dr. Fuller is past president of the MOA Gulf Coast Society and is currently a member of the MOA board of directors. Dr. Fuller, along with his wife Shannon and four children, resides in Pass Christian.
